Owen specializes in crafting omni-channel digital strategies that drive impactful outcomes for Democrats and Progressives. His strategic philosophy, blending data analysis with contextual insights, sets the standard for candidate-centric media placement. In 2020, he had a core role on the Biden-Harris paid media consultant team, expertly managing media placements to effectively reach and engage diverse audiences.

At Sage Media, Owen has led the development of the digital team, enhancing the firm's digital capabilities and positioning them to be a strong leader in the field. His analytical mindset has proven pivotal in rebuilding Democratic majorities at the local, state, and national levels while also securing victories for ballot measures expanding voting rights and enshrining access to reproductive health care in tightly contested states. His work has earned multiple Reed Awards from industry publication Campaigns & Elections for his contributions to the field of political media buying and development of innovative targeting methodologies.

Prior to his current role, Owen served as the Senior Digital Strategist at Ethica Media. There, he was instrumental in crafting digital strategies for large scale placements during the lead up to Super Tuesday in 2020, partnering with outside advocacy groups working towards securing the Democratic nomination for then former Vice President Joe Biden. Additionally, he supported many diverse first-time candidates in defeating entrenched Republican incumbents in the 2018 mid-term elections. His efforts at Ethica Media earned a Pollie Award from the American Association of Political Consultants for Ad Technology Innovations.

Outside of the political space, Owen is deeply committed to service, having twice participated in the AmeriCorps VISTA Program, working to build capacity in underserved public education systems in the Mid-South. He holds a BA in Political Science from Villanova University.

Owen lives with his wife Marisa and their rescue dog Ellie in Morris Plains, NJ.
